Waste Transfer Notes (WTNs) are essential documents required by law. They provide detailed information about each shipment of non-hazardous waste being transported away from a particular location.
For hazardous waste, similar documentation is necessary, known as Hazardous Waste Consignment Notes (HWCN). Combined, these are often referred to as WTNs.
Why Are WTNs Required?
In the UK, waste management is governed by various laws including the Environmental Protection Act 1990, the Waste (England and Wales) Regulations 2011, and the Environment Act 2021.
These regulations place the responsibility for managing waste on the entity generating it, known as the "producer of waste."
To comply with these laws, the waste producer must maintain WTNs containing crucial details such as the type of waste, its quantity, and the methods for its management and disposal.
These documents can be subject to audits for up to two years after removing the waste. Failure to comply with these regulations can lead to legal consequences, including fines and potential imprisonment.
What Must a WTN Include?
The requirements for WTNs are consistent across the UK and include:

- Any waste processes involved
- Details of the waste container
- The quantity of waste (specified by weight in England/Wales)
- Date of waste movement
- Addresses of both waste collection site and carrier
- Carrier license information
- Details of the facility where the waste will be processed or disposed of, including permits or exemptions
- European Waste Catalogue (EWC) code and Standard Industry Code (SIC)
- Acknowledgement of adherence to the waste hierarchy or management route, particularly emphasised in England and Wales.
